I bought a water color painting at an antique store. There is a signature and a stamp on the picture that is either Japanese or Chinese. Where can I post a picture of the signature and find out in English who the artist is.

Highly likely to be Chinese export - made for the European market and churned out in huge quantities. Any fine art dealer ought to be able to give you an indication.

Maybe scan a photo of it to send to an Auction House or Gallery. The stamp may be the mark of the studio in which it was produced or printed so a good dealer should be able to match it and find information on it. You can also do a little research yourself by looking up Asian Seals and Stamps..
Good Luck.
