Picasso said that painting was 10% inspiration and 90% hard work. I do believe that some people are born with a disposition toward the arts but I also think that anyone can become adept at the skills required to become a good painter.
It is a matter of education and practice. No one is born a great painter, hedge fund manager or plumber. When Eric Clapton was born no one could have said, "Hey, this kid will write one of the best rock tunes of all times called 'Layla', congratulations mom."
No one is born with a skill. It has to be developed. You may have an inclination for that skill but until you develop it that is all it will be, an inclination.
Go for it. Those who say an artist is born and not formed by hard work, study and practice are in my opinion, dead wrong. I am a painter myself and always had an inclination towards the visual arts, but only through hard work and study was I able to advance my art. Believe me, it is not genetic or any accident of birth.
I would encourage you to pursue this hobby. Painting is a magnificent journey that relatively few people in the history of mankind actually appreciate. If you decide to pursue this path I just want to say "Welcome."
