Why ?

Well, two reasons I think.

First he was one of the more moderate of the modern painters that were around at that time and, because of that, his picture were very popular becuase they were modern, but not radically so.

Waterhouse also paints a lot of strong feminine characters at a time when women were at a turning point in society (emancipation etc) and, as such, caught the mood of the time.
