That's not a painting. It's a book jacket composed of a few elements including a photograph on the bottom part that looks like a parade of some sort in the middle east. Most of what you see there could be accomplished using Photoshop.
If you can get a look inside the book you might be able to identify the designer and contact them for all the details you want.
