Is this really a Monet? Any details?

My closest friends gave me a reproduction of this painting as a birthday present, but I'm not really familiar with this painting. Could someone give some details. Thank you :)

It might be an unfinished monet. I've seen a few unfinished work by Monet and this one looks like its only reached the underpainting stage.

I don't believe that is a true Monet. It lacks Monet's craftsmanship. I am familiar with Monet's complete works, and I've never seen this one.
