I Want to get a photo oil painted - What and where to look for ?

I have seen artists painting in malls from a photo. I want to get a picture of my parents painted in oil - wanted advice in what to look for. How do I select a painter for the job ? Anybody who has gotten their pictures painted in oil, pls share yyour experience, Thanks
