Is clear coat for paint totally clear like water?

is it colorless like water then drys hard I'm working on an invention where i need something that can go on a surface that as clear as water but will dry and harden , i'm experimenting .

Not absolutely positive but cars are clear coated and I believe it is clear. Not sure what clear coat is for any other kind of paint. However, polyurethane is clear and is generally used on wood and can go over paint.
