How important is practice in painting and drawing?

I read somewhere that if you practice a skill for 10000 hours you will be a master in it.
How important is practice in painting and drawing? Some people draw so well and paint so amazingly... Is it just because they are so talented or is it because they practiced a lot and worked hard? Could you all please tell all that you know?

You can probably master art in 10,000 hours but you won't learn everything. Michelangelo said probably a few weeks before he pasted "I'm still learning". Even as a master you haven't learned it all.

When I started out I wasn't so great. I worked hard and practiced to be where I'm at now. It's best that you work hard to get where you want. Those are the people that make it to the top anyways.
