The tone of it is quite misreable and the man is quite unremarkable. I think it may be a self portrait

It is called "Interior, Paddington" and was painted by Lucian Freud. It is in The walker Art Gallery, Liverpool and the man depicted is Harry Diamond. There is another fine painting of this man in the collection of the University of Liverpool.
