How do i find information about a signed oil painting I own?

I own an oil painting signed by a man named Norman Smith (1969). It is a portrait of an African American woman in a red dress. on the back, the artist wrote that the subject of the painting was a woman he knew. The previous owner of the painting said the origin of the painting is from New Orleans, Louisiana. How do I go about finding more information about the artist? I have pictures for an expert to look at.
