The subject sounds very much like The Lady of Shallott. I'm familiar with John William Waterhouse's work but if you're looking for a version between the 12th and 18th century then Waterhouse is too late. Try searching on www.wga.hu for your subject.

the only one i can think of is "The Lady of Shalott" there is no tower in the pic. but the story goes along with her leaving a tower and getting in a boat, i hope this helps
